It may just not be as publicized as it is up there, but it definitely happens. Though I doubt you'd see it anywhere else in the state besides Birmingham. I once attended a big street festival in Chicago. While Birmingham does have these, too, the one in Chicago was a rainbow-flagged Gay & Lesbian festival, an annual event.
